Texas districts use Paper’s GROW TX outcomes-focused high-impact tutoring with bilingual support to close STAAR gaps

SANTA MONICA, California, August 21, 2025 – Paper announced the launch of GROW TX high-impact tutoring built to accelerate math and RLA proficiency for Texas students and close persistent STAAR achievement gaps. Beginning Fall 2025, Texas school districts can implement GROW TX to deliver targeted, small-group tutoring aligned to Texas Essential Knowledge and Skills (TEKS) standards, with bilingual tutors available to meet the needs of the state’s large population of English learners.

The launch comes as Texas districts respond to new state mandates under House Bill 1416 and House Bill 2, which require accelerated instruction for students performing below grade level and provide districts with additional funding to help meet these requirements.

With GROW TX, students are matched in small groups, typically three per tutor, for 8-12 weeks of live virtual instruction from a consistent tutor. Sessions are aligned with TEKS standards, district curriculum, and STAAR objectives. Bilingual tutors ensure multilingual learners receive targeted support.

“GROW TX offers Texas district leaders a proven, data-driven solution that accelerates math and RLA outcomes, while providing actionable insights to guide classroom instruction,” said Martina Tam, CEO of Paper. “Our goal is to ensure every Texas student, including the state’s English learners, has the personalized support they need to build confidence and thrive long term.”

GROW TX is part of Paper’s broader commitment to help districts with scalable, outcomes-focused support. Already active in nine states and expanding rapidly nationwide, GROW has a proven track record of driving a 201% increase in grade-level proficiency in just 12 weeks. Its research-based design, rigorous instructional strategies, and alignment with district priorities earned the prestigious Tutoring Program Design Badge from Stanford University’s National Student Support Accelerator.
