An Overview of California's ELO-P Program
Program Purpose
ELOP funds expanded learning time to provide academic support and enrichment for TK–6 students, with a focus on closing learning gaps.
- Before, after school, summer, and intersession programs
- Combines academics with enrichment
- Designed to improve engagement and achievement
Eligibility
ELOP is available to California LEAs, with priority access for high-need student populations.
- School districts, COEs, and charter schools
- Priority: low-income, English learners, foster youth, homeless students
- Must offer access to priority groups first
Award Details
ELOP provides ongoing state funding with specific program and time requirements.
- ~9 total hours of combined school + program time per day
- Minimum 30 additional program days annually
- Funds support tutoring, enrichment, staffing, and implementation

☐ Must operate on a local instructional calendar that includes at least 30 non-school days (summer/intersession) and aligns to expanded learning requirements set by the state.
☐ Priority access is given to unduplicated pupils (low-income, English learners, foster youth, homeless students)
☐ Funds do not replace core instructional time or existing programs
☐ Program tracks student attendance and participation

▢ There is a plan to maintain consistency across sessions
