ABOUT THE GRANT

An Overview of California's ELO-P Program

 

 

Program Purpose

ELOP funds expanded learning time to provide academic support and enrichment for TK–6 students, with a focus on closing learning gaps.

  • Before, after school, summer, and intersession programs

  • Combines academics with enrichment

  • Designed to improve engagement and achievement
 

Eligibility 

ELOP is available to California LEAs, with priority access for high-need student populations.

  • School districts, COEs, and charter schools

  • Priority: low-income, English learners, foster youth, homeless students

  • Must offer access to priority groups first


 

Award Details

ELOP provides ongoing state funding with specific program and time requirements.

  • ~9 total hours of combined school + program time per day

  • Minimum 30 additional program days annually

  • Funds support tutoring, enrichment, staffing, and implementation

☐ Must operate on a local instructional calendar that includes at least 30 non-school days (summer/intersession) and aligns to expanded learning requirements set by the state.



☐ Provides access to TK–6 students

☐ Priority access is given to unduplicated pupils (low-income, English learners, foster youth, homeless students)


 
☐ Tutoring is delivered in a supervised, in-person setting (not unsupervised at-home virtual use)

☐ Funds used for tutoring supplement existing instruction and services

☐ Program tracks student attendance and participation

▢ Tutoring delivery is managed or supported, not left solely to schools

▢ There is a clear rollout plan once awards are announced

▢ District and school leaders have visibility into progress
