High-Impact Tutoring FAQs for Pennsylvania Schools

Students take a baseline assessment before launch, tutors capture formative data every session, and you get mid-program and end-of-program reviews covering attendance, dosage, and standards mastery. Where available, we validate results against your district data, including benchmark assessments and your benchmark scores.

That's the point of session-level data. You see whether students are mastering each objective week by week, so you can course-correct mid-cycle instead of waiting for a benchmark window or state scores.

Every Pennsylvania district receives a Ready to Learn Foundation allocation, and tutoring for students with low academic performance in math or reading is an allowable use. Funds must be spent or encumbered by June 30, 2027. Approval follows your district's process, so we'll help you map options before you commit.

GROW is live instruction with a person, not passive software. Students talk through problems, show their work, and get feedback from a tutor who knows them. The real line is between active and passive learning, and GROW sits on the active side. The screen is simply how the tutors get in the room.

It serves them too, but the same research-backed conditions work for students just below proficient: small groups, the same tutor, and content aligned to class. These students are often close on ability and short on consistency. Keeping them on grade-level work, with targeted support for the gaps holding them back, is how they move into proficient.

Paper handles tutor staffing, scheduling, lesson preparation, and reporting. Teachers see session data and stay informed, and tutoring reinforces what they're already teaching. The goal is to get their best instructional hours back into Tier 1.

We build your scope and sequence from your pacing guide and adopted curriculum, and you review it before launch. Students practice what they're learning in class, so tutoring strengthens Tier 1 instead of competing with it.

For students just below proficient, that means grade-level work, not remediation.

High-impact tutoring is small-group instruction, about three times a week, with the same tutor over time and content aligned to class. Those conditions come from decades of research. GROW is designed around them, holds ESSA Level III evidence, and has earned the NSSA Tutoring Program Design Badge.

Yes. Most schools start where the need is sharpest, like a single grade or a core Tier 2 group, and expand from there. Paper can help you size a starting point that fits your budget.

We build cohorts with you, using your benchmark data, MTSS processes, and teacher recommendations. Many districts start with students scoring Basic, just below proficient, in a single grade or subject.

Consistency is the Intervention

Students furthest from grade level make real progress when the same trained tutor shows up session after session, aligned to what they're learning in class.

TUTOR & CURRICULUM CONTINUITY

TUTOR & CURRICULUM CONTINUITY

When tutors change or instruction isn’t aligned to the classroom, students don’t build momentum, they start over.
Progress only happens when learning compounds, not resets.

LOGISTIC & OPERATIONAL OWNERSHIP
LOGISTIC & OPERATIONAL OWNERSHIP

When no one truly owns tutor scheduling, tutor session content, or student progress monitoring, consistency is the first thing to slip.
And over time, consistency gives way to what’s urgent.

UNCOMPROMISED SCALE & EXPANSION
UNCOMPROMISED SCALE & EXPANSION

Sustaining a program is hard enough—expanding it across grades, schools, and students is where it breaks. What doesn’t hold at scale doesn’t deliver impact.
TIER 2 / TARGETED SUPPORT FIDELITY
TIER 2 / TARGETED SUPPORT FIDELITY

Most tutoring labeled as Tier 2 operates more like Tier 1—general support without sustained intensity. Meaningful Tier 2 impact requires a higher level of consistency, structure, and intent.
MEASURABLE ACADEMIC OUTCOMES
MEASURABLE ACADEMIC OUTCOMES

If you’re not using assessments and tracking progress at a granular level, you’re relying on perception, not evidence.
What matters is whether students are measurably moving forward—and how you respond when they’re not.
BUILT FOR HOW Pennsylvania MEASURES SUCCESS

Data that shows growth, not just usage

Every student starts with a baseline, gets formative checks every session, and finishes with an end-of-program assessment, all mapped to Pennsylvania standards. You see growth as it happens, and Paper validates it against the measures your school already uses.

Paper is a tutoring company. Not an education company adding tutoring on the side.

Since 2014, one focus: designing, delivering, and managing high-dosage tutoring. When tutoring is the whole business, it gets the whole company behind it. That shows up in the tutors, the training, the program design, and the results.
